I feel BH doesn't even try to be an rpg in the modern sense. It's really rather akin to Braunstein and Diplomacy. As can be derived from the campaign setup examples given, BH does not assume the player characters to be part of one coherent adventuring group, but rather individuals with possibly conflicting agendas.

Game turns are rather loosely defined:

"weekly, monthly or of any specified duration."
And here's your ancient school rpg in a nutshell:
"Each turn, the players relate to the referee what their character's actions and undertakings will be, and the referee moderates the resultant occurances"
